In korea, there's a term "Cotton bat" which means irrational light punishment. This movie treat Cotton-bat punishment about juvenile delinquency. This movie's main character 'Sanghyeon' is a ordinary worker in textile factory. His wife had been die in cancer and he lived with his only daughter 'Sujin'. Because of his work, he frequently work overtime at night. So on all such ocassions she has to be alone. One day, it's rainy hard, but Sujin doesn't bring Umbrella. So she make a call to Sanghyeon. But he can't come to meet her, because he surely work overtime that day too! But sadly that is become beggining of terrible incident. Getting tired of waiting, she go alone. On way home, some juvenile delinquents kidnap her, and rape her. Unfortunately because of drug taked to her forcibly, she die. Sanghyeon can't believe this fact at first, After check her Sujin's face in Police Station, for the first time he sobbed in her body. Thanks to report recieved by accomplice he find out Hyeonsu who is perpetrator and knock him to death by bat. After that he found another perpetrator Dusick to kill him with hunting rifle. This facts spread out quickly by the media and many citizen aghast. Thanks to uneasy public opinion, police target Sanghyeon and even permit fire to Sanghyeon in case Sanghyeon encounter Dusick. Ironically, raper Dusick become an object to protect and victim's father become an object of an attack.
This movie satire ambiguous punishment in juvenile delinquency. Because of this, intensity of juvenile delinquency is getting more and more heavier day by day.
